Contract: Full Time/Specified Purpose (6 years)

With the recent announcement by the Government of Ireland of a new SFI award of €39M funding for the CONNECT Centre for 2021-2026, CONNECT has launched a new research agenda of six research themes as below, and is developing a dynamic research agenda through working groups on other emerging topics. The Centre will continue to focus on future broadband, cellular and Internet-of-Things networks, including 5G/6G on which new and emerging services will be enabled; thereby growing the global economy and supporting society at large.                 

Tyndall is a core partner within CONNECT and is focusing its research on sustainable and environmentally friendly microelectronics and microsystems to enable the future and emerging “one Trillion sensor” economy”. Tyndall now wishes to recruit a Programme Manager to manage the operations, research and industry engagement for the Centre, supporting other CONNECT institutes as required.


Reporting to the  Head of the MicroNano Systems Centre, based in Tyndall, Cork, the Programme Manager will be responsible for the coordination of all CONNECT research programmes and core activities in Tyndall, as well as providing support to CONNECT HQ in Dublin and other collaborating CONNECT institutions. The successful candidate will act as a programme champion, creating an environment for teamwork, collaboration, open communications and ownership, to ensure continuity of a highly successful programme. This will include oversight of all research programmes, managing partner company engagements as part of the CONNECT Operations Industry Engagement Team, facilitating the delivery of research and commercial outputs and monitoring and reporting of Key Performance Indicators and deliverables. They will implement best-in-class programme and project management processes that will ensure timely delivery, within budget, of multiple, complex and high value, multi-year, and multi-group projects.

Success will require the candidate to build close working relationships with the research teams within Tyndall and the CONNECT partner institutes, with the CONNECT Operations Team in Dublin and with existing and prospective industry partners. They will also contribute to the continued development of a ‘high engagement/high performance’ working environment amongst all staff and students by promoting Tyndall’s key values of Ambition, Collaboration, Diversity, Excellence and Integrity.

Key Responsibilities

Reporting to the Head of the MicroNano Systems Centre, the CONNECT Programme Manager will work closely with the MNS Operations team at Tyndall, CONNECT researchers and the CONNECT Centre Operations Team at CONNECT HQ in multidisciplinary, multi-group project teams, to deliver:

  • Programme, project and budget management for strategic platform research and target industry driven projects. This will encompass:
  • Strategic planning of a world-leading research programme and high-impact industry engagement
  • Establishment of detailed project plans and targets/deliverables/milestones
  • Preparation and management of project budgets
  • Continuous monitoring of progress against plans
  • Arrangement of regular project review meetings
  • Communication on progress to project partners and stakeholders via meetings and reports
  • Engagement with industry including existing partner companies and the introduction of new partner companies through:
  • Supporting the negotiation of work plans and contract agreements with partner companies
  • Maintaining existing strategic industry relationships and managing the growth of the industry partner group
  • Regular liaison with members of Tyndall’s Commercial Centre and  members of the CONNECT Centre Industry Engagement Team
  • Management of technology transfer of IP generated from the Tyndall CONNECT research so that it delivers the best impact for Ireland through:
  • Working with the UCC Technology Transfer Office (TTO) and the CONNECT Commercialisation Manager and CONNECT “IP Factory” process to identify, protect IP that emerges from projects
  • Working with UCC TTO to exploit licensing opportunities where appropriate
  • Tracking direct economic benefits as a result of technology and people transfer to partner companies
  • Compliance with Tyndall’s Quality Management system and Health and Safety standards
  • Compliance with Export Control Laws and SFI contractual requirements on the CONNECT Centre in this regard
  • Additional duties as may be reasonably required within the scope and level of the post

Essential Criteria

  • A primary degree in a science or engineering related subject
  • Typically 8+ plus years in ICT in industry/research/academia with experience in one or more of the following: strategic planning, R&D innovation processes, business development and/or technology road-mapping
  • Typically 5+ years’ experience in R&D programme management, project management and/or product development including large budget management (€0.5mn plus pa)
  • Proven leadership experience in a matrix organisation with accountability for delivering on multi-year and multi-partner technology projects 
  • Experience and track record in the use of KPIs to monitor and track performance
  • Excellent written and verbal communications skills

Desirable Criteria

  • PMP (Project Management Professional) certification or equivalent
  • Postgraduate qualification in science, engineering technology or business
  • Experience of business development and R&D contract negotiation
  • Experience in IP management and exploitation, including IP protection and license negotiation
  • Experience in one or more of the following technologies: microelectronics, microsystems, Internet of Things, Smart Systems

Appointment may be made on the Grade 6a Admin II Scale (B) €61,024 - €77,038.  Salary placement on appointment will be in accordance with public sector pay policy.
